His argument, in a nutshell, is that the circumstances of civic life in America today are such that Catholics are definitely never morally obligated to vote and may even be morally obligated to refuse to vote in principle -- that involvement in the civic life of Sodom necessarily makes us complicit in evil, with no proportionate good to show for it.
